The
Recycling Lie

You've been dutifully sorting your bins for a decade. Half of it gets burned. The other half might not actually be recycled. And the thing that replaced landfill is now the dirtiest power source in Britain.

In September 2024, the UK switched off its last coal power station. Nobody mentioned that it had quietly become addicted to something worse: burning your bin bags.

The story of waste is a story about things nobody sees.

The Hook

Britain Solved Its Landfill Problem. Then Created A Worse One.

At the turn of the millennium, roughly 79% of all waste went into holes in the ground. By 2024, the standard Landfill Tax rate had risen to £103 per tonne.

The result was dramatic: landfill use collapsed from 79% in 2000 to 5.5% by 2024. On paper, this looks like a success story. The problem is where the waste went instead. The answer was not primarily recycling. It was fire.

Context — The Great Rebranding

How Landfill Was Replaced By Something Worse

Recycling rates rose from around 13% in 2000 to a peak of roughly 45% by 2015. But then they stopped. The gap has been filled by Energy-from-Waste (EfW) plants.

In 2022, UK landfill sites accounted for 72% of the waste sector's total greenhouse gas emissions — even though they were only receiving a fraction of the waste they once did. The methane from decades of buried organic matter keeps leaking long after the gates close.

EfW plants sign "put-or-pay" contracts: if the council doesn't deliver enough rubbish, it pays a penalty. This creates a structural incentive to keep waste volumes high.

EfW generates electricity at twice the carbon intensity of natural gas. More than half of all household waste goes to these incinerators.

Health vs Climate

Modern Incinerators Are Safer Than They Look

Modern plants are a different machine from older ones. The UK Health Security Agency's 2025 review was unambiguous:

"There is no clear evidence of association between human health exposure to emissions from modern, well-regulated municipal waste incinerators and morbidity, cancers, or adverse birth outcomes."

The honest answer: modern EfW plants are not a significant local health risk. But the problem is CO₂ at a planetary level. Two separate questions. Two different answers.

Beyond Google

EfW plants generated approximately 9,428 GWh in 2022 — around 3.2% of total UK net power generation. Roughly half of EfW's CO₂ output is fossil-origin, not biogenic.

The Recycling Stagnation

44% Sounds Respectable. It Isn't.

The UK has 317 local authorities, each running its own collection system. 82% of UK residents put non-recyclable items in their recycling bins. This isn't laziness — it's rational behaviour in an irrational system.

When labelling says "widely recycled" on packaging that most councils don't actually accept, when the rules change by postcode, when there's no feedback loop — why would behaviour improve?

The Global Dishonesty

UK Plastic Waste Ends Up Dumped Abroad

Greenpeace's 2024 investigation found UK plastic waste being openly dumped and burned in Turkey. The UK counted it as "recycled" when it left the country.

The Material Science

The Energy Maths of Recycling Depends Entirely On Material

Aluminium is the extreme case. Recycling uses approximately 95% less energy. Steel saves 60–74%. Plastics are more complex. Glass saves only 10–30%.

The case for recycling is strongest — by far — for aluminium and other metals.

The Invisible Problem

Commercial Waste Is Bigger And Invisible

Commercial and Industrial waste constitutes a larger total tonnage than all household waste combined: 33–40 million tonnes annually, compared to around 25 million tonnes of household waste.

The Waste Hierarchy: At the top: prevention. Then reuse. Then recycling. Then energy recovery. At the bottom: disposal to landfill. This is a legal duty on businesses and public bodies.

The System Inversion

The Waste Hierarchy Exists. Nobody Follows It.

In practice, the hierarchy is inverted. The UK has built enormous EfW capacity and relatively modest recycling capacity.

Beyond Google

The EfW lock-in is real. Once a 25-year put-or-pay contract is signed, that council has a financial penalty if it succeeds too much at recycling. Councils signed in the 2010s will be burning waste until 2040 or beyond.

Recycling wins on almost every metric — but currently handles less than half of household waste.

The cleanest option (recycling) receives the least investment. The dirtiest (EfW) receives the most.

The Structural Problem

Put-Or-Pay Contracts Lock In Incineration

The waste hierarchy is undermined at the contractual level before a single bin bag is collected.

The government has signalled it wants to bring EfW plants into the UK Emissions Trading Scheme. But the existing fleet of around 60 plants will continue burning waste for decades under existing contracts.

One Takeaway

The UK didn't clean up its waste problem — it outsourced it to a furnace. Landfill fell from 79% to 5.5%, but the gap was filled by incinerators that burn half of all household rubbish at twice the carbon intensity of gas. Recycling has plateaued at 44% for a decade, trapped by bad contracts, inconsistent systems, and a public kept deliberately confused.
